Director Comey violated DOJ policy by sending a contentless email to Republican leaders in Congress knowing how they'd react. His actions resulted in something that could end up effecting the outcome of the election. He threw a wrench in the election and now that more information is being demanded about the emails that he didn't even take the time to review before sending the memo to Congress, he's gone virtually silent, leaving the election in the balance.
