On February 12th, 2014, three demonstrators were killed in clashes with government security forces in Caracas, Venezuela. Video on the web shows government forces shooting at the demonstrators:

The government of Venezuela subsequently blamed a respected former mayor and opposition leader for the killings, presenting no evidence, and issuing a warrant for his arrest.
These actions violate Venezuela's solemn treaty obligations under the Convention on Human Rights of the Organization of American States (OAS).
The United States government, with the threat of a possible oil embargo, can materially help the people of Venezuela demand their human rights.
