Demilitarize privately owned assault weapons by requiring that any removable clip be permanently attached to the weapon.

The ability to instantly replace an empty magazine with a new one full of bullets makes assault weapons too deadly for continued legal private ownership. I propose all private owned assault weapons be required to have their removable clip forever attached to the weapon, by weld or other permanent means, by an authorized gunsmith. No owner or gun information would be recorded, since the fixed clip and gunsmith stamp would speak for its legality. After the 6 month grace period expires, all loose high capacity magazines and unmodified assault weapons would become serious felonies to even possess. Law abiding citizens have time to top-load their assault weapons one bullet at a time - crazed citizens continuing a murderous rampage don't .
