Democratically annex all the Russian Federation and incorporate its loyal habitants as the New US Territories' citizens.
Based on the will of the people of the Russian Federation and the rights of democratic choice lead to the possibility of including (incorporating) the Russian Federation in the United States that would solve a lot of geopolitical and social problems within the United States (and create new ones). But also would allow to manage the expansionist policy that could serve as a completely new vector of development of the future.
