Under the condition that at least 80% of citizens agree on a law, their position should have equal weight as congress when deciding whether the law should be implemented.

American Citizens should have the power to directly impact whether a law is passed into congress since we are the ones directly affected by said laws. When laws are supported by 90% of people but do not pass, like the recent gun law, the citizens' voice should hold priority over Congress's decision.
