Demote Marijuana to a Schedule 3 Narcotic do to the Hundreds of Billions of Dollars spent a YEAR to target Marijuana.

I believe that having marijuana as the number one target for this "War On Drugs" has wasted a lot of tax payer dollars that is desperately needed. By dropping it down to a schedule 3 narcotic allows for more research and reroute the multibillion dollar budget to a more needed cause. In doing so I also believe that corporations can thrive on it's natural fiber and resources; aside from the state regulated laws that approve of regulation of cultivating and using smokeable marijuana.
