Denounce the North Atlantic Treaty

On 4th April 1949 the North Atlantic Treaty was signed and became the base of intergovernmental military alliance for protection of Europe from Soviet/Russian "threat". After the breakup of USSR the number of states-members expanded eastwards and at the current moment became threatened to the Russian national interests.
To relieve international tension it's necessary required to summon the NATO Council and raise up the denounciation idea of the Treaty through the referendums in states-members of North Atlantic Treaty (incl. the U.S.) according with 12th and 13th article of following Treaty and the 1st article of International Covenant of Civil and Political Rights.
In case of the U.S.: if 26 of 50 states vote "pro"-denouncement, the Treaty must be automatically denounced.
