If these states want to secede because they don't like President Obama, Obamacare, liberals, blacks, secularism, or whatever, let's no longer fund them. Besides, these states are both willfully and woefully less educated and don't wish to raise taxes on their own.
If these states want out, and their governments don't want to raise funds for themselves, tough luck.
