Deny the homeless to own pets and use them to gain sympathy for panhandling.

The homeless do not have the necessities to care of an innocent animal, and subject them to harsh weather conditions and medical treatment. Though animals do serve as great companionships for those in need, we must realize that these animals are in need of great care that someone homeless cannot afford to provide. Some homeless that also panhandle use these pets to gain sympathy from passing citizens, openly showing their inability to care for these animals.
