With tornado season upon us, southern and midwestern Republicans will soon come hat in hand to ask President Obama for money to rebuild their cities and roads. The President should not hesitate to ask for a quid pro quo. These same states do not contribute as much in taxes as more productive and prosperous states with Democratic Senators. If our taxes are going to help these communities, we should receive something in return for our aid: the Senate MUST fulfill its constitutional duty, and vote on the President's Supreme Court nominee.
