At the present time, the Department of Defense(DoD) and Department of Financial Services(DFAS) do NOT recognize the legal custody of court appointed guardianship of a handicapped ward when the handicap/incapacitation happened prior to court order/member being appointed as a dependent. For military members like myself, the ward's care would be put in jeopardy when orders to deploy or move over seas are given. I am requesting the Department of Defense take a second look at DoD Manual 1000.13, vol 2, section 'B', Table 2 to allow members with official court appointed orders to register their dependent into the DFAS system, no matter whether the handicapped happened during or prior to the dependency.
