It is an injustice to let a dependent of an Immigrant worker on H1-B visa not to work even if he/she are highly Skilled and Qualified. The dependent should be given an opportunity work just like the dependent of a worker on L1 Visa. There are many eligible candidates especially on H-4 visa dependents who sit at home who should be given an equal opportunity to work if they are qualified. Immigrant workers pay taxes equally so why they are treated differently?There are many dependents who are eligible and qualified to work but spend their time at home and forgo their career because they are not allowed to work.
