Depends what level of government it is going to affect. If it is to the nearby elementary school to have a new playground, around 100 parents would suffice. For a Senator to support a piece of legislation, maybe between 10,000 and 100,000 would get their attention. It really depends what the petition is about. If it something radical like to overthrow the constitution you'd probably need 300 million signatures!
