Via modern communications, encryption, and biometric security, it is fully feasible to ensure that each person gets one vote only, that they have access to all the background material directly as well as via online teachers or translators or explainers.

Voters can post votes on pending bills. New bills can be created by sites like this, run by new or existing political parties or Topic Aggregators.

The existing House of Representatives process is fraught with delay, corruption, scandal, intransigence and does NOT represent the true and current will of We The People.
