After world war II, a lot of goodwill among the German population was won by providing aid to people in need. To build similar grassroots support and sympathy among the local population, we should provide food and medical supplies to the affected communities. As many of these areas cannot safely be reached on ground, we should use our great military abilities to airdrop supply packages. This can be done using manned or remotely piloted aircraft. The expected cost would surely be minute compared to that incurred in any traditional military action.
