Deploy peacekeeping ground forces to protect the citizens of Syria and institute a country-wide no-fly zone.

We seek to petition President Obama to deploy a contingent of peacekeeping forces in Syria with the following goals:
1) Protecting civilian non-combatants through ground presence and, when necessary, force.
2) Maintaining the integrity of infrastructure necessary for sustenance of civilian population, such as: aid delivery caravans, hospital access, etc.
3) Creating and maintaining combat-free zones in civilian areas.
4) Defending convoys bearing refugees seeking to flee the conflict.
Furthermore, we ask the President Obama and his administration begin the implementation of a no-fly zone over Syria.
We ask that these measures remain in place until such a time as the Syrian civilian population is deemed safe from large-scale attacks by an independent review commission.
