The Declaration of Independence has a provision for people to secede from the government.The revolutionary right of secession is based on the Declaration of Independence & the philosophy of Thomas Jefferson & John Locke, that whenever any form of government becomes destructive of the ends for which it was established, it is the right of the people to alter or abolish it, & to institute new govt.These words come directly from the Declaration of Independence. Abraham Lincoln in 1847 on the floor of the United States House of Rep said "Any people, anywhere, being inclined & having the power, have the right to rise up & shake off the existing govt, & form a new one that suits them better. This is a most valuable a most sacred right a right which we hope & believe is to liberate the world.
