When someone is arrested on a green card, by law they must be deported. Justin has been endangering our citizens by driving under the influence of drugs and alcohol. By law you have to be 21 to drink, he is only 19. That is a violation on its own. When you add drag racing and drug use to it, its adds so much more danger to it and he could have killed many people.
