Since the people who want to secede from the United States, would no longer be Citizens of The USA if they did actually leave the union, they should be considered people who no longer want to be citizens of the United States, and their Citizenship should be revoked. And since most of these people really want as little "government intervention" as possible, they should be deported to a country with no acting government, like Somalia.
They should be allowed whatever they can fit in a standard cago container, and issued an AR-15 with a case of ammo, a case of MREs, and a water filter. If they decide they want to be citizens, they should have to go though the same process as every other foreigner who wants to be come a US Citizen, and start at the back of the line.
