Design and implement an national or intercontinental electronic network infrastructure, based on existing Internet standards. Charge a small, monthly required payment, and allow all to buy connection to it, but without having to go through companies like AT&T or version. No specific protocols are enforced, except TCP/IP. A single hub of all connected servers (users can register as a server, or a client) and networks can be accessed, which can be searched through other sites connected to the network (allowing for search engines like Google on the network). The cost of the network connection would be minimal, but be enough to eventually pay back for the networks costs, and provide as another income to the government.
