Designate body armor piercing bullets as controlled hazardous substance

Any bullet that can pierce a bullet proof vest should be classified as a body armor piercing bullet and should be designated as a controlled hazardous substance with purchase limited to 20 rounds on signed confirmation of a background check by local police department.
