We petition the U.S. Secretary of State to designate both Donetsk People's Republic and Lugansk People's Republic Foreign Terrorist Organizations (FTOs) in accordance with section 219 of the Immigration and Nationality Act (INA). Donetsk People's Republic and Lugansk People's Republic are quasi-states of the self-proclaimed Federal State of Novorossiya. They are created and directly supported militarily and financially from Moscow with the aim of further destabilizing Ukraine. Separatists representing the above groups are likely behind the missile attack on a Malaysia Airlines jet MH17 that killed 298 innocent people over eastern Ukraine. They are also responsible for the killing of hundreds of Ukrainian servicemen and civilians, as well as downing different types of aircraft.
