Considering the numerous repeated offenses against the civilian population in eastern Ukraine, The state department must designate he Donetsk people republic as well as Lugansk people republic as terrorist organizations. This designation must include all "volunteer", kozac, veteran and religion russian orthodox organizations within Russia which organize the constant influx of fighting personnel and military supplies to eastern Ukraine.
