Designate police departments across the nation as terrorist organizations

Violent crime, including so-called "black on black" crime across the nation is directly laid at the feet of politicians and police. The war on drugs creates black markets. Black markets create violent crime, corrupt politicians, and corrupt police. Gun control laws in the urban areas of California, Illinois, New York, Washington DC, and many other states make it illegal to carry firearms in public, without CC permits, which are nearly impossible to obtain, disarming everybody except the criminals. Police then point to the crime they created to justify their existence, and their iron fisted approach to law enforcement, and their blatant disregard for the Bill of Rights. Police are, in effect, waging war against the Constitution of the United States.
