Ukraine's Supreme Council (Verkhovna Rada) recently passed legislation designating the Russian-backed separatist organizations, the Donetsk People's Republic and Luhansk People's Republic, collectively known as "Novorussia," as terrorist organizations. We ask the Obama administration to stand in solidarity with Ukraine by taking the following actions:
1) Designate the Donetsk People's Republic and Luhansk People's Republic as Foreign Terrorist Organizations (FTOs)
2) Designate the Russian Federation as a state sponsor of terrorism as long as it continues to aid the pro-Russian separatists
3) Indict Alexander Zakharchenko, Andrei Purgin, Igor Plotnitsky, and other top-ranking DPR and LPR leaders for war crimes and crimes against humanity in the International Criminal Court
