DESIGNATE RUSSIA AS "STATE SPONSOR OF TERRORISM".In its unannoucend war against Ukraine, Russia relies on cover operation which fall squrely within the definition of "international terrorism" under 18U.S.C. §2331.Specyfically, armed operatives of Russia, acting under disguise, attempt to influence the polisy of Ukrainian goverment by intimidation or coercion. They also try to affect the conduct of goverment by assassinations and kidnapping, taking by force goverment buildings, police posts and military bases for Ukraine.This activity is being conducted on large scale and over prolonged time period, despite condenmation by USA, G-7, NATO, EU, UN.
