The project would be budget neutral. Instead of having to raise taxes, the project will be funded by donations of mass. People could donate their old old batteries, depleted uranium, and unwanted Christmas fruitcakes to reach the 155.14 Octillion kilograms to make this dream a reality.
Afterwards, the site would be a fine addition to the national mall, and a monument to bipartisanship. Families will gather to picnic and sing patriotic songs around the circular crater.
