Detain and investigate all members of congress for Gross Negligence, fraud, treason, Dereliction of duty by military

Direct a joint military ethics committee of military attorneys to issue orders to detain (albeit house arrest) and investigate all members of congress for Gross
Negligence, fraud, treason, and Dereliction of duty. Financial records, personal and professional communications should be examined for any
unprofessional / criminal behavior for periods of tenure serving any state or federal political office. During their investigation each state's governor should act as a congressional stand in with the caveat that they are not to change or introduce any law which pertains to the constitution without special elections to gain the public’s popular vote per item (I.e. vote on keeping free speech; not lets keep free speech and lets give the senate a bonus.)
