When a review of an existing Local, State or Federal law is requested by any American Citizen the Congress and or the Supreme Court will repeal or overturn those that violate the Constitution of the United States when judged by common language usage of the period in which the article or amendment was written. The usage shall be determined by period writings found within the National Archives or any verifiable documents provided by Citizens, not by conjecture of intent through contemporary usage of words by the reviewing body.
