Section 5 of the Voting Rights Act of 1965 (VRA) requires any "covered jurisdiction" to "preclear" any attempt to change “any voting qualification or prerequisite to voting, or standard, practice, or procedure with respect to voting." Except now the equation in Section 4 to determine if a jurisdiction is a "covered jurisdiction" has been deemed unconstitutional. With no equation in place, Section 3 should be used to "Bail in" all jurisdictions to Section 5 until they successfully "bail out" or Congress revises the equation in section 4.
