The Responsible Citizens Signature will be part of the Responsible Citizens Act which will dramatically reform the gun laws and end current issues involving gun control. The first and most practical way to accomplish this is to allow people to purchase guns as they currently do; however, at the end of all purchase agreements involving guns there must be a portion dedicated to the termination of ownership of said weapon.
This termination of ownership must state that if the gun is sold the owner of the weapon must run a background check on the buyer and have documentation of a sale. If the gun is stolen, a police report must be made.
This will be sealed with a signature of consent/understanding of what they must do and what the consequences are of not reporting the gun stolen or sold.
