Federal Government would support and promote a national catch and release fishing license for residents and non-residents. The fee would be used to help manage national level agencies involved is fisheries management.
States could sell a stamp that anyone with a federal catch and release license could purchase if they decide to keep a fish or certain types of fish and not release it.
States could also get a percentage of the federal fee if they check the license of a federal licensee and document the number. This will encourage and promote state participation in the program.
Federally and Tribal waters could use the same system.
The federal license data could feed into the state electronic game licensing systems to provide a means to verify authenticity of federal license.
