Develop a carbon tax that will encourage energy conservation and support funding for low carbon energy production.

Hurricane Sandy and this years Christmas Tornadoes have once again dramatized the need for an aggressive approach to slow climate change. While individual storm events are not a clear indication of climate change, the higher levels of Carbon dioxide and methane in our atmosphere is well documented, and as these gases have a higher rf factor, they will continue to warm our planet similar to a blanket. Carbon taxes are the best way to discourage the continued reliance on a carbon energy economy, and may be increased over time as low carbon alternatives become a greater share of the US energy industry. Taxing behavior we want less of is the clearest way to discourage that behavior. These taxes can continue to support US investment in low carbon energy production and technology.
