Develop desalinization capabilities and utilize the Keystone pipeline infrastructure to pipe water to Oklahoma and Texas

Southern Oklahoma, the panhandle and nearby areas are entering an era of drought that will make the return of the Dust Bowl an inevitability. Government intervention and public funding was necessary to turn the problem around in the 1930's. That will be the case again - no private corporation will find it profitable to keep the affected areas inhabitable. While transportation infrastructure projects like high-speed rail are key to our future growth, we must preserve the land that we live on now. Middle Eastern countries, like Saudi Arabia and Israel have developed cost-effective desalinization solutions. We should be using the Keystone pipeline from the Gulf Coast to Oklahoma to carry life-sustaining water - rather than dangerous, polluting, life-reducing tar-sands oil from Canada.
