develop a national cross country flood and drainage system for control and storage of excess water.

I ask that you take into consideration that each year parts of this country are flooded from storms and runoff from those storms. Other parts of this country go dry and burn do to little or no water. A cross country flood and drainage system would solve the problem by having pumps, pipes and storage points to hold excess water and channel it to parts of the country that needed it. Each state would have it's share in building and supporting the system, just like the highways that cross this great country. Each state would gain employment and revenue from new business as it progressed across the country and new technology could be developed to improve the system over the years. We have not had a great national program in years and this would put people to work in many different jobs.
