Before the United States entered World War Two, the US government organized the 1st All Volunteer Group. The "Flying Tigers" flew combat missions against the Japanese on behalf of the Chinese.
Today's political climate prohibits an active military campaign in Iraq against ISIS/ISIL. The American people are war weary and would not support the action. However, there are enough military veterans who would be willing to go back to restore order and destroy ISIS/ISIL. The US government currently launches air strikes and resupply efforts to the Iraq military and the Kurdish Peshmerga. The supplies to the Iraq army could be used for American volunteers. This would not be the first time American public volunteered to fight while not being officially associated with the US military.
