Develop projects to update the electrical grid in the Northeast.

Many of the communities in the Northeast rely upon overhead wiring for their electrical and phone/cable/internet requirements. Though we have major power failures during significant weather events, we also have outages on a fairly routine basis. Many of these communities are adjacent to cities which have underground utilities that typically are in working order during outages in the more suburban areas. However, I suspect that the metropolitan areas in general need an overhaul of the grid. There must be significant implications behind having an unrealiable grid during a time when we must be able to communicate and hold families in place during emergencies. You could repurpose federal funds and raise funds through state bonds to finance the changes. Lots of new jobs.
