Develop a system to keep track of and regulate the spending of child support money by the receiving party in a divorce.

A system should be developed for divorced couple that helps keep track of Child Support payments and use. Using a card system that the payer can load money onto for the payee to use. Also in tandem make the card usable for items beneficial or necessary for the child's continual health, education, and living needs only. This system could work much like snap benefits where purchases can be used only for what the card is mandated for.
