The development of a ultra maximum security prison in the same vein as Impel Down would be an ambitious engineering project what would create jobs in construction and security.
This multi-tiered, semi-submerged, and inescapable prison would be built on international waters and be a place to expediently and effectively torture and/or execute prisoners that threaten the welfare and security of our nation and cut-off organized crime bosses from any means of continuing their operations as they can do so in current prisons.
This prison could also be a dumping ground for the worse criminals in the world and generate revenue for our dept of justice by selling cells to other nations and give the public the gratification that these criminals will be literally going to a hell on earth.
