The current program for distribution of benefits requires individuals who are seeking assistance to come to a government office and ask for assistance by filling out some forms and discussing their situation with a case worker. After some time, assistance arrives in the form of a reduced-rent or rent-free apartment, "food stamps", or medical assistance. This assistance is much like "found money", it was not earned.
Found Money has no value to the recipient. There is a sense of pride in knowing that work from your hands has provided for your family.
Americans receiving public assistance of any kind, should be required to work for it. This will increase their sense of self-worth and provide an incentive to get on their own feet.
