FEMA is a great resource, however the focus is mostly in responding to disasters; More funding needs to go to prevention of climate change related disasters and the focus needs to change from a debate on the science to a debate on the economic impacts of climate change. What can be done to prevent flooding, fires, etc. Money needs to be devoted to better standards for homes in high risk areas for tornadoes and hurricanes.
