Direct the 1st Helicopter Squadron to follow FAA guidelines for flights over congested areas

The 1st HS has established a troubling pathology of blatantly ignoring accepted practices for flights over congested areas as directed by the FAA. They undertake many daily flights that are typically low level over congested residential areas and dangerously close to tall fixed ground structures. They also flaunt generally accepted flight parameters for dense residential areas by ignoring clearly designated rotorcraft flight corridors, flying at extremely low altitudes and making late night overflights. These flights range across the DC metropolitan from Maryland to DC to Virginia and sometimes to West Virginia and Pennsylvania. Their activity disturbs babies, school children, the elderly and every other tax paying citizen who wonders why these helicopters are so low, loud and often.
