Direct all federal agencies cease all federal funds being spent in Republican congressional districts for any purpose including but not limited to education,infrastructure,law enforement,business and research and development. Since Republicans feel that spending needs to be cut it should begin there. The funds saved should be used to ensure Social security and veterans and military are paid any excess funds should be applied to any outstanding debt to ensure the credit rating of the U.S. if the Republicans do not raise the debt ceiling this should go into effect immediatly.
