The 1970 Controlled Substances Act (http://www.deadiversion.usdoj.gov/21cfr/21usc/811.htm) allows the Attorney General to reschedule drugs via administrative process. President Obama has said that this is a job for Congress, however he is mistaken. This could be done in a matter of a few days by the Attorney General.
