Marijuana high in cannabidiol (CBD) but low in tetrahydrocannabinol (THC) has been shown to be medically useful to children with otherwise untreatable epilepsy and other illnesses, as well as adults dealing with the side-effects of chemotherapy for cancer.
It is proposed that the President direct the Attorney General to re-classify marijuana that is high in CBD (e.g. more than 15%) but low in THC (e.g. less than 0.6%) to be a schedule II drug as long as it is in a processed form intended for controlled dose delivery (as opposed to being inhaled by smoking). Reclassification would enable further medical studies.
Marijuana that is low in THC is useless as a recreational drug, and is frequently found in a processed liquid form that police are unlikely to confuse with the recreational form
