Direct the billions of dollars that BP has agreed to pay for the 2010 GOMEX oil spill to paying down the national debt.

BP has agreed to pay a criminal penalty in the billions of dollars for the 2010 oil spill in the Gulf of Mexico. Some estimates put this figure at 3 to 4 billion dollars. That money should be used towards paying down the national debt, as a debt was incurred by the US to help defray the costs of the oil spill.
