Direct that Congress and the Senate remain in session (use National Gaurd to enforce), until a BALANCED BUDGET is passed

Request that the President (under US Constitution Article 2, Section 3, Clause 3) The president call into session the US Congress (both Houses) to solve the US Budget impasse, and Sequester. Additionally, use the local law enforcement, and the National Guard, to ensure that members of both houses, remain on site (and locked down) until they pass a balanced budget, and sequester issue has been successfully resolved.
