Enforcement of drug laws costs taxpayers over $40 billion annually. Mass incarceration for non-violent drug offenses is racially biased, destroys families and results in high social costs.

Hemp and marijuana are of the same plant genus with different potential. Legalizing one and not the other is costly, confusing, prevents study of the whole species, and ignores the synergy between them. DEA/DOJ policy prevents both the access to banks necessary to build a legitimate and safe cannabis industry and cultivation of a sustainable and useful crop that is grown in 30 developed nations.
