direct D.H.S. and I.C.E. to cease enforcement of intellectual property theft laws against individual citizens.

With the national security challenges facing our nation today, it's a waste of resources for the Department of Homeland Security (and specifically the Immigrations and Customs Enforcement division) to enforce intellectual property laws against individual citizens of the United States. While it may be true that American companies face losses when dealing with piracy of their IP by entities from outside the United States, the enforcement of these laws against our own citizens is best left to other entities whose mission is more appropriately targeted for such violations.
