ISIS/ISIL nations are awash with Toyota and other pickups that are being used for military and terrorists activities. They should be denied their use but with enough precision to destroy only the engine. There are sniper and other weapons already capable of penetrating engine blocks.
Direct DoD to 1) Build a gatling style weapon that fires engine penetrating rounds. 2) Build a UAV around this weapon (think: mini A10). 3) Deploy it in the airspaces above ISIS and eliminate all utility vehicles in designated no drive zones.
Bonus: 4) Deploy squadrons of gatling UAV for CAS above troop positions and you can retire A10 manned aircraft.
